ok, getting ready to cleanup and prime the fenders.

mine have 3 holes in a row on top of the raised part about 6" from the front edge. The center hole is a little bigger than tha outer 2. they are about 2" apart from each other. i found the mirror that mounts to the door, so it isn't for that. the holes look pretty well cut - not hacked.

any ideas what they are for?

probably the engine identification emblem....is it a V-8 ???...if so, the 289 emblem goes about 6" back from the headlamp bucket, about 1-2" below the body line
look at this pic:

289 w/ Hipo emblem?? That's a set of three holes in a triangle. As mentioned, please post a pic.

Not supposed to be any holes there.

My guess would be someone mounted a fender mirror at one point in its life.

Who knows 40 years is a long time for people to make mods to a car!

We used to have a 67 Plymouth Belvidere that had turn signal indicators mounted there. The two small holes would have been for the screws, the large hole for the wiring connector. The indicator faced backwards so the driver could see if he signals were flashing.
