After I pulled my engine I noticed this.It appears to be some sort of plactic bushing or something that has come out of my column.Does this mean there is something worn out in there?

That bushing is supposed to be tucked up inside, holding the steering column snug. I'm guessing the little ears that hold the bushing in place have broken off - though I can't think how. (I'm thinking of the bushing on a 71-3 that looks pretty much the same.)
I'd like to know what the fix is to this myself, since I have a column in which the bushing is wafer thin and the column wiggles. I've been told this will wear out the rag joint really fast.
