I think they are the same, just two diferent names for the same thing.

A variable rate/progressive rate spring will act like a stock-type spring for the first inch or so of compression, and it will get progressively stiffer the more it compresses. So the rate is variable depending on how much you jump on it.

That's right, Ed. If you're still confused, maybe it's 'cos some folks (very few?) do call linear rate or constant rate coils "progressive" rate. I've seen it in print at least once.
Sometimes I think it's out of ignorance, but the fact is that stock linear rate springs are slightly progressive.
